The
comment
correctly
states
there
is
no
single
planning
agency
with
land
use
jurisdiction
over
the
area
encompassing
the
cities
of
Brisbane,
Daly
City,
and
San
Francisco.
However,
there
are
regional
bodies
with
certain
areas
of
responsibility
and
authority
over
Baylands
development,
which
are
identified
in
Section
3.15.1,
Required
Approvals
and
Actions
,
of
the
Draft
EIR.
Formal
vehicles
for
public
input
to
planning
and
development
decisions
have
been
established
by
the
cities
of
Brisbane,
Daly
City,
and
San
Francisco
for
projects
proposed
within
each
of
their
jurisdictional
boundaries,
including
requirements
for
public
hearings.
Discretionary
actions
by
these
and
other
public
agencies
for
projects
such
as
the
Baylands
development
program
are
subject
to
environmental
review
pursuant
to
the
provisions
of
CEQA.
The
primary
goal
of
CEQA
is
to
provide
public
disclosure
of
potential
project
impacts
and
needed
mitigation
measures,
and
to
allow
for
public
involvement
in
the
environmental
review
process.
As
part
of
the
planning
and
environmental
review
processes
for
the
Baylands,
the
public
(including
those
living
in
Visitacion
Valley)
has
had
numerous
opportunities
to
provide
comment
on
proposed
development,
Notices
of
Preparation
(NOPs),
and
the
Draft
EIR.
NOPs
were
issued
in
2006,
2010,
and
2012
and
circulated
for
30
days
requesting
input
from
governmental
agencies,
organizations,
and
persons
interested
in
the
Project
Site
development
on
the
scope
and
content
of
the
EIR.
From
March
to
June
2006,
the
City
held
five
public
scoping
meetings
that
solicited
comments
regarding
the
types
and
breadth
of
environmental
analysis
to
be
included
in
the
EIR.
Between
2006
and
2009,
several
community
workshops
were
held
to
develop
the
Community
Prepared
Plan
(CPP)
scenario.
A
public
scoping
meeting
was
held
on
January
4,
2011
to
receive
oral
comments
on
the
proposed
EIR
scope
from
local
agencies
and
the
community.
Finally,
the
Draft
EIR
was
circulated
for
public
review
from
June
8,
2013
through
January
24,
2014.
Workshops
were
held
by
the
City
in
2010
to
receive
input
into
preparation
of
the
Community
Prepared
Plan.
Residents
from
Visitacion
Valley
have
had
the
opportunity
to
participate
in
all
of
these
venues
for
community
input.
All
comments
to
the
Draft
EIR
received
by
the
City
during
the
environmental
review
period
have
been
incorporated
into
the
Final
EIR
through
these
Responses
to
Comments,
which
also
includes
written
responses
to
all
substantive
environmental
comments
received
during
the
public
review
period.
Although
the
Baylands
Project
Site
is
located
within
Martin-2
Brisbane
Baylands
