This
comment
references
the
Brisbane
General
Plan
economic
development
goal,
which
states
in
its
entirety:
“Brisbane
will
be
a
place
where
economic
development...
stabilizes
and
diversifies
the
tax
base;
serves
the
community
by
encouraging
convenient
and
beneficial
commercial
development;
provides
sufficient
revenues
for
necessary
City
services;
facilitates
employment
of
residents;
and
sees
sustainable
growth
as
dependent
on
preservation
and
replenishment
of
natural
resources.”
This
comment
addresses
economic
and
social
effects,
but
does
not
assert
that
such
economic
or
social
effects
would
result
in
any
physical
environmental
effects.
The
City
has
contracted
with
the
firm
of
Keyser
Marston
for
preparation
of
a
fiscal
analysis
of
proposed
development
within
the
Baylands.
This
analysis
will
be
completed
and
taken
into
consideration
as
part
of
the
planning
review
undertaken
for
the
Baylands.
Because
the
fiscal
implications
of
proposed
Baylands
development
will
not
result
in
adverse
physical
changes
to
the
environment,
the
City
will
consider
the
fiscal
effects
of
Baylands
development
as
part
of
the
City’s
planning
review
and
decisionmaking.

The
significant
unavoidable
impacts
of
proposed
Baylands
development
are
listed
in
Table
6-1
of
the
Draft
EIR,
including
significant
unavoidable
air
quality,
greenhouse
gas,
and
traffic
impacts.
These
impacts
are
evaluated
in
detail
in
each
of
these
sections
of
the
Draft
EIR.
While
impacts
of
global
climate
change
have
been
identified
in
relation
to
increasing
temperatures,
melting
of
polar
ice,
and
resulting
sea
level
rise,
there
is
no
body
of
scientific
evidence
forecasting
long-term
changes
of
prevailing
wind
direction
within
the
San
Francisco
Bay
Area.
