Comments
Several
comments
raised
questions
about
program-level
analysis
as
compared
to
project-level
analysis,
and
asserted
that
development
proposals

the
Baylands
(Specific

the

and
Concept
Plans
for
the

as
well
as
the
program-level
analysis
set
forth
in
the
Draft
EIR,
were
not
detailed
enough
to
(1)
adequately
address
the
impacts
of
proposed
Project
Site
development
or
(2)
provide
for
meaningful,
enforceable
mitigation.
Other
comments
expressed
concern
that
reference
to
the
“project”
in
a
program
-level
EIR
is
unclear
and
not
adequately
explained,
asserting
also
that
the
CEQA
review
process
for
future
site-
specific
development
is
not
clearly
explained.

which
applies
to
the

requires
that
a

be

and

prior

of
the

Brisbane
Municipal

also
requires

of
a
specific

prior
to

of
the

within
that
subarea.
While
the
General

requires
adoption
of
a
specific

prior
to
development
within
the
Baylands

and
the
Beatty

the

does
not
require
that
a
single
specific
plan
be
prepared
for
the
entirety
of
the
Baylands.
