Each
comment
letter
has
been
assigned
a
letter
code
based
on
the
initials
of
the
commenter
or
agency/organization
acronym.
Individual
comments
within
each
letter
have
been
assigned
an
alphanumeric
comment
identification
code
based
on
the
letter
code
and
comment
number;
for
example,
the
first
comment
in
the
letter
from
the
Bayshore
Sanitary
District
is
BSD-1.
The
City’s
responses
to
comments
are
set
forth
as
either
“master
responses”
or
“individual
responses.”
A
master
response
provides
a
comprehensive
discussion
of
a
“theme”
of
similar
comments
that
were
raised
in
multiple
comments
or
by
multiple
entities.
An
individual
response,
by
contrast,
addresses
a
specific
comment
raised
by
a
specific
commenter.
