Each
comment
letter
has
been
assigned
a
letter
code
based
on
the
initials
of
the
commenter
or
agency/organization
acronym.
Individual
comments
within
each
letter
have
been
assigned
an
alphanumeric
comment
identification
code
based
on

code
and
comment
number;
for
example,
the
first
