The
comment
asserts
that
Visitacion
Valley
is
disproportionately
impacted
by
the
Baylands
development
for
a
variety
of
social
and
political
reasons,
and
that
there
should
be
a
mechanism
to
provide
for
regional
planning
for
the
Baylands
with
adjacent
jurisdictions
having
representation
in
the
decisionmaking
process.
The
political
and
social
factors
noted
in
the
comment
and
the
extent
to
which
the
City
of
Brisbane
is
or
should
be
participating
in
regional
planning
efforts
related
to
the
Baylands
is
not
related
to
evaluating
the
physical
environmental
effects
of
proposed
development,
and
therefore
does
not
raise
significant
environmental
issues
regarding
the
adequacy
of
the
Draft
EIR
or
its
evaluations
and
conclusions.

EIR
scoping
meetings;
Providing
a
30-day
public
review
period
to
solicit
comments
from
the
public
regarding
the
scope
and
content
of
the
Draft
EIR;
A
speaker
series
to
assist
the
public
understand
planning
issues
and
terminology;
Public
workshops
and
meetings
to
formulate
the
CPP
and
CPP-V
land
use
plans;
Public
presentations
to
assist
the
public
understand
CEQA
requirements;
Additional
public
presentation
to
assist
the
public
understand
the
contents
and
conclusions
of
the
Baylands
Draft
EIR;
Distributing
the
Draft
EIR
for
public
review
and
extending
the
normal
45-day
public
review
period
for
the
Draft
EIR
to
run
from
June
18,
2013
through
January
24,
2014
in
to
provide
the
public
with
ample
time
for
review
and
commenting
on
the
Draft
EIR;
