Although
new
residents
would
not
be
restricted
in
their
use
of
parkland
to
new
parks
and
facilities
created
at
the
Baylands
Project
site,
these
areas
would
likely
be
used
more
frequently
than
other
parks
in
Brisbane
based
on
proximity
and
corresponding
ease
of
access.
Thus,
while
an
increase
in
use
of
the
San
Bruno
Mountain
State
and
County
Park
may
occur,
the
actual
increase
in
use
of
that
park
by
Baylands
residents
would
be
small
in
relation
to
the
large
population
base
in
a
three
to
five
mile
radius
of
the
park
that
would
be
expected
to
comprise
the
bulk
of
park
visitors.
Regarding
an
increase
in
the
use
of
nearby
trails,
existing
and
proposed
bicycle
and
pedestrian
trails
are
discussed
in
Section
4.N
Traffic
and
Circulation
and
Chapter
3,
Project
Description
.
As
discussed
on
page
4.N-60,
the
bicycle
circulation
plan
component
of
the
DSP
and
DSP-V
scenarios
includes
a
comprehensive
system
of
on-
and
off-street
bicycle
routes.
Through
a
combination
of
east-west
and
north-south
on-street
bicycle
lanes
and
off-street
multi-use
paths,
bicyclists
would
have
access
to
any
part
of
the
Baylands,
including
open
space
and
natural
resources
and
connections
to
offsite
trails.
Because
the
same
level
of
design
detail
is
not
available
for
the
CPP
and
CPP-V
scenarios,
and
based
on
the
intent
of
the
CPP
and
CPP-V
scenarios
to
provide
similar
or
better
opportunities
for
alternative
transportation
modes,
it
was
assumed
that
an
equivalent
bicycle
network
would
be
provided
for
all
development
scenarios.
As
discussed
on
Draft
EIR
page
3-63,
the
Baylands
site
is
proposed
to
be
traversed
by
a
network
of
pedestrian/multi-use
trails.
In
the
eastern
portion
of
the
Baylands
Project
site,
the
north-south
spine
of
the
trail
network
is
proposed
to
include
construction
of
a
new
section
of
the
San
Francisco
Bay
Trail.
In
the
western
portion
of
the
Specific
Plan
area,
a
new
north-south
greenway
is
proposed
to
connect
the
northern
boundary
of
the
area
to
the
Roundhouse
building,
over
or
around
Icehouse
Hill
and
farther
south
into
downtown
Brisbane.
Thus,
while
an
increase
in
people
living
(DSP
and
DSP-V
scenarios
only)
and
working
within
the
Baylands
would
lead
to
an
increase
in
use
of
regional
bicycle
and
pedestrian
trails,
including
San
Bruno
Mountain
trails,
development
of
the
Baylands
site
would
include
miles
of
bicycle
and
pedestrian
trails
connecting
the
site
to
regional
trails,
as
well
as
providing
access
to
residents
living
outside
of
the
Baylands
to
the
Baylands
parks
and
amenities.
With
regard
to
pools,
the
proposed
Brisbane
Baylands
Specific
Plan
(Draft
EIR
Appendix
C)
prepared
by
the
applicant
for
the
DSP
and
DSP-V
scenarios
includes
swimming
pools
as
an
allowable
use
within
areas
zoned
for
parks
and
recreation.
Suggestions
for
a
new
community
pool
within
the
Baylands
to
reduce
pressure
on
the
existing
community
pool
will
be
considered
by
the
City
as
part
of
its
planning
review
process.
