In
preparing
the
EIR
for
the
Brisbane
Baylands,
the
City
has
met
not
only
the
specific
requirements
of
CEQA
but
also
its
basic
purposes
and
“spirit.”
Section
15002
(a)
of
CEQA
Guidelines
states
that
the
basic
purposes
of
CEQA
are
to:

Inform
governmental
decision
makers
and
the
public
about
the
potential,
significant
environmental
effects
of
proposed
activities.
Identify
ways
that
environmental
damage
can
be
avoided
or
significantly
reduced.
Prevent
significant,
avoidable
damage
to
the
environment
by
requiring
changes
in
projects
through
the
use
of
alternatives
or
mitigation
measures
when
the
governmental
agency
finds
the
changes
to
be
feasible.
Disclose
to
the
public
the
reasons
why
a
governmental
agency
approved
the
project
in
the
manner
the
agency
chose
if
significant
environmental
effects
are
involved.

As
further
described
in
Section
21000
of
the
California
Resources
Code,
in
adopting
CEQA,
the
state
legislature
found
and
declared
that:

The
maintenance
of
a
quality
environment
for
the
people
of
this
state
now
and
in
the
future
is
a
matter
of
statewide
concern.
It
is
necessary
to
provide
a
high-quality
environment
that
at
all
times
is
healthful
and
pleasing
to
the
senses
and
intellect
of
man.
There
is
a
need
to
understand
the
relationship
between
the
maintenance
of
high-quality
ecological
systems
and
the
general
welfare
of
the
people
of
the
state,
including
their
enjoyment
of
the
natural
resources
of
the
state.
The
capacity
of
the
environment
is
limited,
and
it
is
the
intent
of
the
Legislature
that
the
government
of
the
state
take
immediate
steps
to
identify
any
critical
thresholds
for
the
health
and
safety
of
the
people
of
the
state
and
take
all
coordinated
actions
necessary
to
prevent
such
thresholds
being
reached.
Every
citizen
has
a
responsibility
to
contribute
to
the
preservation
and
enhancement
of
the
environment.
The
interrelationship
of
policies
and
practices
in
the
management
of
natural
resources
and
waste
disposal

systematic
and
concerted
