Analysis
of
an
industrial
development
alternative
was
not
considered
for
the
Baylands
for
the
following
reasons.
Development
of
the
Baylands
with
industrial
use
would
not
achieve
the
City’s
overarching
objective
to
create
“an
active,
vibrant
place
which
strengthens
the
community
of
Brisbane;
contributes
to
its
sense
of
place;
and
demonstrates
environmental,
social,
and
economic
considerations
can
be
harmonized
to
the
betterment
of
the
natural
environment,
the
Brisbane
and
surrounding
regional
community,
and
the
individuals
who
would
use
the
Project
Site
.”
The
introduction
of
a
substantial
amount
of
industrial
use
to
the
site
could
increase
toxic
air
contaminants
through
diesel
particulate
emissions
of
truck
travel,
and
could
also
significantly
increase
the
amount
of
hazardous
materials
transported
to/from
and
used
within
the
Baylands.
While
industrial
use
of
the
Baylands
could
reduce
the
total
number
of
vehicles
accessing
the
Baylands,
industrial
use
would
introduce
substantial
truck
traffic
to
the
area,
potentially
increasing
traffic
congestion.
